In this role, you will primarily focus on business software and application support across the organization. Under the supervision of the IT Manager, this role will focus on:
Key Responsibilities:
System Analysis & Development: Support and administer key business applications such as Microsoft 365, Adobe, financial systems, Laserfiche, and other department-specific platforms. Maintain operational oversight of business applications to ensure they align with organizational goals and deliver consistent performance.
Project Management: Analyze technology needs at the staff, division, department, and enterprise levels to identify, recommend, and implement appropriate software solutions. Assist in translating business processes into technical requirements and perform system configurations to support those processes.
Vendor Relations: Coordinate with external GIS professional services to support GIS-related technology needs and projects. Provide Tier 2/3 technical support and act as a liaison between end users, IT helpdesk, and software vendors. Documentation & Reporting: Maintain technical documentation, monitor system performance, and report on technology developments.
Collaboration: Oversee and contribute to the implementation of IT projects, particularly those involving software applications, while also supporting other IT initiatives as assigned. This role complements another IT Analyst position, with a distinct emphasis on software applications, business process alignment, and vendor coordination.

Configures, delivers, and educates employees on new and existing software; provides training and usage instruction to ensure users are productive with business software. Operates and administers City business software; prepares and generates system reports and other output; coordinates software system updates and upgrades; prepares test protocols; and performs data validation and quality checks. Coordinates work with other employees in the IT Division, communicates effectively, maintains good working relationships with other City staff and consultants; and maintains long-term vendor partnerships. Participates in procurement process; writes and oversees Requests for Proposals/Bids and associated staff reports; receives and processes bids, quotes, and proposals; oversees administrative procurement workflow following purchasing guidelines; tracks procurement records and processes invoices for payment; tracks expenditures compared to project budgets. Oversees the implementation information technology projects involving hardware, software, and/or service implementation; coordinates the activities of IT staff and consultants towards completion of project goals; tracks implementation progress and keeps project stakeholders informed; ensures all project deliverables are completed according to contract requirements and organizational needs. Plans and coordinates the installation, testing, and support of computer hardware and software applications; coordinates the repair and replacement of computer components and related equipment. Oversees day-to-day network operations; analyzes City’s network infrastructure and identify the possible root cause of issues; advises City’s network consultant with in-depth technical and non-technical information; works with consultant for solution to issues. Learns and acts as subject matter expert of various technical systems supporting City operations such as computer hardware, enterprise or desktop software, conference systems, audio-visual systems, or other as needed; works with consultants to research technical problems, identify root cause, and track to resolution. Documents procedures, prepares reports, and maintains inventory and records of equipment and software as necessary. Responds to questions and inquiries from users; provides information within area of assignment; analyzes and resolves problems and/or provides alternatives to meet system needs. Participates in the analysis, review, and implementation of information technology goals, objectives, policies, and priorities for assigned functions and program areas. Analyzes and provides input into the development of technology budgets, strategic planning, disaster recovery and business continuity plans, and other enterprise policies, plans, and programs. Performs related duties as required.

Knowledge of:

Education/Training/Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from a four-year college or university with a Bachelor’s degree in management information systems, computer science, or a closely related field and three years of responsible information technology experience; or an equivalent combination of training and experience.
